The European IWT Platform Social and Education Committee met online on 15 October 2025 to discuss ongoing developments across key social and training-related topics in the inland waterway transport sector. The agenda included progress updates, preparations for the upcoming CESNI meetings and the Social Sectoral Dialogue in November, and a review of discussions held during the September sessions.

European crewing table
As the European Commission was unable to identify sufficient evidence to justify European rules, it has opted to issue a non-binding recommendation for European waterways. As a consequence, the Central Commission for the Navigation of the Rhine (CCR) will proceed with drafting new crewing tables for the Rhine in future, after the recommendation is finalised.
E-tools
Based on discussions held in February and September, a draft standard has been prepared for digital registration of the information now entered in both logbook and service record. This draft is scheduled for discussion in the November meetings.
Social Security
CASS (Central administration of social security for Rhine boatmen) will draft a brochure for the administrations involved in social security to explain the situation for the Rhine countries.The brochure will include an overview of administrations involved in each country. Separate brochures for employers and employees will also be developed.
the French delegation’s proposal on the Certificate for Navigation on the Rhine remains udnder discussion and will be addressed again November meeting. Additionally, the European Labour Authority (ELA), in cooperation with Ecorys, will conduct a study on Social Security in Europe.
Social Sectoral Dialogue
During the half-day meeting in November,the final report on Fitness check on market access will be presented. The agenda will also include a discussion on the Posting of Workers Directive.
The next meeting of the Committee is scheduled for 8 April 2026.
